عالمی ریٹنگ ایجنسی موڈیز نے منی بجٹ کو مثبت قرار دیتے ہوئے کہا منی بجٹ برآمدات میں اضافے اور مینو فیکچررنگ سیکٹر میں بہتری کا باعث بنےگا، بجٹ میں درآمدات کامتبادل فراہم کرنے کے اقدامات بھی شامل ہیں۔ تفصیلات کے مطابق عالمی ریٹنگ ایجنسی موڈیز نے پاکستان سے متعلق رپورٹ جاری کردی ، رپورٹ میں موڈیز نے منی بجٹ کو مثبت قرار دیا ہے۔ رپورٹ میں کہا گیا ہے کہ حکومت کا دوسراضمنی بجٹ برآمدات میں اضافے کا باعث بنےگا اور مینوفیکچررنگ سیکٹر کے لئے بھی بہترہوگا جبکہ منی بجٹ میں درآمدات کے متبادل فراہم اقدامات بھی شامل ہیں۔موڈیز کا کہنا ہے کہ منی بجٹ جاری کھاتوں کے خسارے میں کمی کاباعث بنےگا ، جس سے پاکستان کے بجٹ خسارہ میں کمی متوقع نہیں ہے اور جاری کھاتوں کا خسارہ رواں مالی سال کم ہونے کا امکان ہے، 2019 میں جاری کھاتوں کاخسارہ 4 اعشاریہ 7 فیصد رہےگا۔ رپورٹ کے مطابق ضمنی بجٹ میں ٹیکس وصولی میں اضافے پر زور دیاگیا ہے، مالیاتی خسارے کے ہدف کا حصول ابھی بھی مشکل ہے، رواں سال کیلئے مالیاتی خسارے کا ہدف 5 اعشاریہ 1 فیصد رکھاگیا تھا تاہم رواں سال مالیاتی خسارہ 6فیصدتک رہنے کا امکان ہے جبکہ ٹیکس وصولی میں خاطرخواہ اضافے کا امکان نہیں۔ آئی ایم ایف کے حوالے سے موڈیز نے کہا پاکستان آئی ایم ایف میں پروگرام پر مذاکرات جاری رہیں گے ،آئی ایم ایف سے قرضہ مالی معالات میں مزیداستحکام کا باعث بنےگا اور پروگرام معاشی اصلاحات فراہم کرےگا۔ خیال رہے 23 جنوری کو وزیرخزانہ اسد عمر نے منی بجٹ پیش کیا تھا ، بجٹ میں ٹیکس فائلر پر بینک ٹرانزکشن پر ود ہولڈنگ ٹیکس ختم کیا گیا، زرعی قرضوں پر بینکوں کا انکم ٹیکس 20 فی صد کیا گیا جبکہ انکم ہاؤسنگ کے لیے قرضے کے لیے آمدنی پر ٹیکس 39 سے کم کر 20 فی صد کی گئی۔ کاروباری اکاؤنٹس پر 6 فی صد ٹیکس رجیم کو ختم کر دیا گیا جبکہ نان فائلر 1300 سی سی تک گاڑیاں خرید سکیں گے، مگر ٹیکس بڑھایا جا رہا ہے، چھوٹے شادی ہالز پر ٹیکس 20 سے کم کر کے 5 ہزار کر دیا گیا تھا۔ منی بجٹ میں سستے موبائل فونز پر ٹیکس کی شرح کم، مہنگے فونز پر ٹیکس کم نہیں کیا گیا۔
